Display View for QMetry Sections

The Stack All Panels in Single Section option is provided to improve the Jira issue page loading experience.

Global Settings for Display View for QMetry Sections feature enables the Jira users, who possess 'Administer Project' and 'Browse Projects' permissions for the project, to apply the global settings to automatically organize all QMetry panels into a single section that enhances the loading performance of Jira Issues. The sections are displayed in tabs. The feature helps organizations decide if they want to roll out the view for all their users. The tabs can be arranged in the sequence of the tabs as per the preferences, and these preferences will be preserved. This way, the next time a user logs into any project or issue, the tabs will be displayed according to the preferences saved in Global Settings.
